[kde-promo] Announcement for KDE SC 4.10.1

There are a few bolded items in the etherpad
(https://promo.notes.kde.org/90) that need attention. This is good to
go with the addition of the appropriate issue tracker URL, subversion
and git log access information, 4.10.1 Info Page

Examples available from the 4.9.5 release (attached).
