The reappearing window issue, while looking silly, is not a major issue
which is why there was no release with the fix yet.
I am not aware of broken subtitles and in particular I am not aware of them
being unbroken by the commit in question.

Supposedly Trever only pushed it to master at the off chance of getting
unwanted side effects (or he simply forgot as the commit was
made whilst sprinting in Randa ;)).
At any rate Phonon releases are not coupled to KDE release days, so it does
not really matter if it gets released before, with or after a KDE SC
release. That said I was planning on doing a patch release spree soon
anyway.
