While I'm not happy about the KDE release process in general, I'm glad
someone finally stands up and enforces the rules - if it's not done
they'll never be followed.

This is not new. It's just all too often been ignored.
On a personal side note, how about giving *Albert* one release to get
used to things? Let him pull this through, I'd say and a lot of
unhappy distro (and other) devs will make sure this dependency problem
will likely not occur again any time soon.
