Packaging 4.9: kdelibs?

If I'm not wrong Dirk releases the git tags, only when we (the packagers) 
confirm that everything's fine. So you (the KDE team) have a tag on git which 
corresponds to the tarball's content.

Also I'm not wrong there was a discussion about this.
