imho, kdelibs-4.9 + kde-runtime-4.10 isn't worth worrying too much
about, and I personally have no problem raising the requirement as you
suggest.
If that's problematic at all, committing the fix, and issuing some sort
or build or run time warning recommending kdelibs-4.10 is a compromise.
