git migration, next steps: proposal

Right. While there are some advocating against any and all tarball 
splits (Kevin, Erik, others?), I think there are a good number 
(including Scott, myself and other fedora packagers minus Kevin) that 
are asking for only well-planned split tarballs.

With that in mind, I'd propose:

* for any module (in the classic svn sense) not-yet fully migrated to 
git (ie, that is currently in the frankenstein half-split state), 
continue to distribute it as a single monolithic tarball.

I'm assuming this is technically feasible.  If not, the point is moot 
(and why are we having this conversation? :) ).
