If API needs to be changed (SC) / added (BC) in this part to do bugfixes
(not new features) in kate, that would seem reasonable.
Otherwise I fail to see a reason to exempt the kate libs/app.

The way styles work, together with my experience working with Casper lead
me to think that it makes most sense to have a mindset of 'release mode'
there sooner rather than later.
Oct 3 is still quite some time away, if the authors need help, I suggest
asking for that on blogs/mailinglists.
Bottom line; a style needs more time to stabilize then most apps (and
needs more eyeballs as well), so I think we should avoid the question for
exemption and work together to beat it into shape before the freezing.
