Release schedule clarifications

Can't we release the platform as KDE_VERSION 3.99 and advertise it as 
the KDE 4.0 *stable* API, but what will have bugfixes (and this is 
normal), and release the devel platform as 4.0 together with the rest 
of KDE 4.0?
