[rekonq] dialog renewing

I noticed that the config dialogs sometimes allow to config things that are 
unlogic. Eg if you disable JavaScript support in WebKit all JavaScript related 
things shouldn’t be configurable anymore.

If the click of that Items would be connected to an SLOT that does something 
like this: ui.label_4->setEnabled(true|false)
This would be fixed
