I worked a bit about and I have clear ideas about.
The right way to implement it is using xmlgui. This way you have for free all
the features you need.
But, as xmlgui has some limitations against deprecated elements in rekonq (the
menubar and the statusbar cannot be disabled by default), I don't want move
(back) to.
Implement with xmlgui the same default GUI we have for rekonq 0.4 and you'll
gain for free all you want to implement.
You can start working from rekonq 0.2 code.

PS:
for the approaching 0.4 release (10 february, the beta, 3 weeks later the 0.4
release) no plans about, sorry.
