If I understood him correctly, he is asking about (re-)adding the traditional menubar into rekonq, which currently has none.
It was decided some time ago, that rekonq would not need a menubar, but if you think you can convince the devs on adding it again (which is already too late for version 1.0, which will enter the beta stage in a couple of days) you can start a discussion about it. Personally I’m neutral on this, even though I like the current state quite a lot.
