[rekonq] Permission to use rekonq code in another project?

I don't want to nitpick, but this statement is highly debatable.

The "GPLv2 or later" means that whoever uses the code, can choose
which version of GPL to obey:
     "[...] either version 2 of the License or (at your option)
version 3 or any later version accepted by the membership of KDE e.V.
[...]"

So if somebody wanted, it would be ok to make GPL 2 only, or GPL 3
only... code from rekonq's. It would be bad for rekonq, though...

"GPLv2 or later" doesn't mean that the user (of the code) needs to
conform to all GPL versions, but just to one of his/hers choosing.
