I think you missed the point here. Who decides here is not "dontknowwhat" 
distribution, it's the KDE project. And there it has been decided for CTRL + 
SHIFT + F shortcut.
So all KDE applications should provide that shortcut.
We added the F11 shortcut that comes from browser experience. That's all. If 
an user add a "Global" shortcut (in this case, a KWin one) he has 3 shortcuts 
to start a feature.
It's true he cannot see the "global" shortcut in rekonq shortcut settings. But 
that's because that shortcut is not a rekonq settings. No way to show it, also 
setting no app shortcuts.

Yes, sure. I was just saying that F shortcut comes from MPlayer setting and it 
becomed a "default" one for video player, in the same way F11 becomes the 
"default" one for browsers.
I'm used to use F shortcut with players and F11 shortcut for browsers and I 
think all users will complain if one of these fails.
