[rekonq] rekonq 0.4 features list

Hi Andrea,

I'm also busy these weeks with moving to a munich.

But for 0.4 I will do the scrolling related things:
- wheel (and SHIFT + ARROWS) scrolling support
So they will make it in that next release. ;-)
