To (A):
Yes, rekonq does support the Adobe Flash plugin 10, but if I recall correctly, you will need at least Qt 4.4
To (B):
rekonq should work on 64-bit, but I don't know about the flash plugin... Does a "final" version of the flash plugin for 64-bit exist?
