REVISION SUMMARY
  50 is fairly short, 300 as used in systemsettings is much nicer
  and also makes the two uis behave the same

  FIXED-IN: 5.18.0
  
  why ever do we have a code copy of the same tooltip manager in
  both uis...

TEST PLAN
  tooltips are firing a bit slower
