error reporting rather than a KMessageBox

* Fixed drag and drop not working
    * Was a patch I accepted months ago and didn't notice that it broke stuff :(

Other:
* Ported shell and services runner, and Task Manager backend to new
ApplicationLauncherJob and CommandLauncherJob
* Fixed Plasma wallapper config not showing any preview
    * Fixed the model being stupid but the GHNS bug remains
* Fixed System Tray initial effective status not being propagated correctly
* Improved CommandLauncherJob
    * Added a constructor that takes executable + args rather than
having the user to assemble a correctly escaped cmdline
