  To hopefully clarify, the framework works as follows:
  
    Global Enabled      | App Enabled* | Result
        off                      |    off               | off
        off                      |    on               | off
        on                      |    off               | off     <----- KDE default
        on                      |    on               | on     
  
  So the framework does support being off by default, and it is.
