D17975: [Notifications] Add padding to notifications

  @broulik If the consensus is that the notifications should stay "tight" (no padding), I'd very much prefer to add padding to the left and right of the icon (it's really stuck-on right now), and to push the notification icon down a bit if there's a bodyText.lineCount > 1 to prevent the icon from towering over the heading.
