D11848: [Kickoff] Reduce hover delay before switching tabs

  @hein I'm a bit surprised that you are accepting the patch then? FWIW, I think the triangle filter should be implemented before this patch, and not the other way round. Optimizing the delay is good, but introducing the usability bug is worse IMO.
