Yeah, I didn't have much luck there either. I found two instances of this in
kstyle/breezestyle.cpp:

// no mouse over and no animation in progress, don't draw arrows at all
else if( !widgetMouseOver ) return Qt::transparent;

Removing those made the arrows appear by default, but after hovering the
scrollbar groove and moving the mouse out of it, they disappear.
