D9873: Manually take XKB_DEFAULT_{RULES,MODEL,LAYOUT,VARIANT,OPTIONS} into account

Restricted Application edited projects, added KWin; removed Plasma.


  Move the added functions from the class into the xkb.cpp's static scope.
