Yes this was intentional sorry for the lack of notice.  It was done at
the request of KDevelop developers who don't want to maintain the API
used by Plasmate.  As Plasmate is unmaintained it was considered best
to remove it.  It's now in kde:plasmate git archive and any
maintainers would be welcome.
