KCM/colord-kde and it's KF5 release

The project is not part of Plasma and effectively dead. It hasn't been touched 
since more than a year, doesn't have CI setup, etc. etc.

Before it can be released again it needs to be brought back from the dead and 
made sure that it actually works.
