if the library can confortably be tier1 yes it's important it is.
maybe a kactivities-declarative or kactivities-qml framework?

ouchh, pain, that's similar to what happened with the baloo move.
the problem would be users of an old workspace, updating frameworks and ta-da 
the dependencies aren't there anymore.
kinda fear those repos would have to live in frameworks forever? :/
