I would prefer it together with the library..
I would like to move out stuff from kdeclarative that is becoming dumping 
ground-ish, but have either
a) the qml imports together with the framework
b) have a repository framework-name-declarative, that would be exclusively qml 
bindings for that given framework
either one is fine for me, but qml bindings are and should be first class 
citizens in the frameworks.
