Component chooser kcm

Hello people!

So, One user in #kde was complaining about Konsole not opening links
in firefox, so it was suggested to use componentchooser KCM to set
default browser to firefox. However this kcm is provided by
plasma-desktop currently and user was required to install whole
plasma-desktop to just set default browser for KDE Applications. so
what do you guys think about moving componentchooser KCM to somewhere
generic?
