All notebooks I have experienced so far turn off their screen backlight
hardware-wise when the lid is closed.

Can you check the output of
qdbus org.kde.Solid.PowerManagement /org/kde/Solid/PowerManagement
org.kde.Solid.PowerManagement.isActionSupported DPMSControl
