Plasma 5.3 changelog

Major things:
- touchpad KCM is back
(not by me, but it hasn't been mentioned yet)

 - oxygen window deco is back

 - timedated support in clock KCM (setting NTP works again!)

 - more performance improvements


Also I think we should have a paragraph on bugs, we've closed 343 bugs as
resolved-fixed since 5.2
