[RFC] Disable bug reporting till Bugzilla situation is improved

I would expect this to piss off users even more than the current situation. 
Saying "we don't even want your input" is one step worse than "add your input, 
it may not be immediately addressed". It will also teach people not to try and 
we'll lose future reports.

So -1 from me ..
