Looking into the air theme, there seem to be 3 variants to catch.
dialogs/background (default composited)
opaque/dialogs/background
translucent/dialogs/background (for blurring)
Did you still get a translucent panel w/o blurring enabled here?

No idea how expensive this is (eg. whether there's an I/O) but it could be cached (since iirc we connect the themeChange signal anyway)
