Description

Some systems do not recognize 'PLPGSQL' as a language, hence the need to only sue 'plpgsql'. Also, if I am correct, there was a small typo in a constraint (==), which should be a =.

Testing
-------

I found it while running the database initialization scripts. Before it was throwing 'ERROR' and some tables where not being created.

With this patch the scripts run with no problem.
