ok, executive decision time :)

i found something that works in katepart thanks to millian on irc:

//BEGIN: functions
function foo()
{
}

function bar()
{
}
//END: functions

like a boss!

this will go into the "Best Practices" page rather than the Style Guide itself 
so that it is not required, but appreciated and recommended ... 

voila, no more controversy. we can find a new bikeshed to paint now :)
