Description
-------

After trying to change the screensavers KCM [1], I think we all realized that we want a much deeper overhauling of the KCM and that the changes I proposed there won't ever cut it. So here I'm proposing to add at least some tool tips so that the KCM is a bit more usable until we decide what to do with the KCM and the locking all together.
