they are 2 different things, for proper fullscreen, "there's an Atom for 
that"(tm)
i rememember when kwin considered all borderless maximized windows as 
fullscreen, dropping that old workaround (because was breaking the netbook 
shell, btw) was really a great decision, legacy-- :p

at the moment, notifications don't go on windows properly marked as fullscreen 
(just skype tries to do the smartass and has unmanaged properietary 
notifications that go over)

actually, if notifiactions will have more reliable data on how important they 
are, i would like to make almost all of them go behind, but those that are 
urgent enough would go even over fullscreen (if it's saying that your pc will 
shutdown in 5 seconds because your battery is dead maybe is important enough 
to know to interrupt you from watching the movie :p)
