i agree that it is possible to give too much information leading to the user
feeling like they are spending too much effort learning the UI (even resulting
in a perception that the UI is "too hard" as a result), that they are being
treated like a moron (the "clippy" effect), etc.
but if the person is not aware of useful starting points, then it can too
easily become a very frustrating puzzle, or the user may assume that the
interface simply can not do what they want.
there is also a difference between setting a manual down in front of someone
and making them read it and giving them the opportunity for assisted
exploration where they are performing the actions and finding out how things
work by using them while a trail of cues is presented to them.
iow, i'd like to see short interactive tours of essential functionality to get
people off to a running start so that they can be effective quickly and have a
higher level of confidence as a result (which can lead to increased
exploration)
