Add Package bindings from MobileComponents

This adds bindings for Plasma::Package to the PlasmaCore plugin.

This class has moved and been renamed from plasma-mobile's
MobileComponents (Package -> PackageProxy, runtime-visible, it's just
PlasmaCore.Package).
