Good point.  I've created a new section 
http://techbase.kde.org/Contribute#Reporting_Bugs where I've linked to this, 
but eventually most of techbase.k.o/Contribute needs to go to community.k.o.

It should also be linked to from the userbase page at 
http://userbase.kde.org/Asking_Questions#Reporting_KDE_Bugs, although a more 
prominent link and a visual guide to Dr Konqi might also be an idea in 
userbase.
