I still didn't made my mind about if this would be a good thing to have or 
not.

i do see ways to do it, that aren't exactly clean, but perhaps not 100% 
impossible.
panel widgets are already this way...
sending a widget to all activities, could mean moving it to a containment 
overlayd tho the current activity containment, that is not actually associated 
to all activities.
if on the other hand we would make possible like windows to send a widget to a 
subset of activities, this would become quite more complexm and i'm not sure 
is really something we want to go intom, but maybe with nice enough use 
cases... ;)
