New add widget layout proposal

The screen will use around 3 rows at maximum, and will have panel like
in dolphin at right side for displaying some information (like in
tooltips plus other info).
But it's quite big for my laptop (i created the mockup using 21"
screen), seems only 2 rows at maximum.

And regarding vertical panel, i'm not sure what is the best way.
I was thinking to have one position only (top or bottom).
