Battery plasmoid control

Hi Guys,

May I draw your attention to the patch attached to bug 200961 (
https://bugs.kde.org/show_bug.cgi?id=200961). I was hoping that it could be
brought in time for 4.5.

The patch is designed to allow finer-grained understanding of the battery
state. With the current ~30% variance between displayed states, its anyone's
guess what the battery is actually doing. Manuel Mommertz has kindly
developed a more accurate SVG.
