I did some googling, and now I really do have some new information :)
it's still inconclusive, though, so don't bother reading the rest of this if
you have something better to do. :P

it seems HP removed time estimation from vista[1]. there are people on the
interwebs upset about this, naturally, and writing alternative battery
monitors. there's one report that the feature was actually removed from
hardware[2] (huh?) and another report that linux can estimate the time just
fine[3] (ahh, interwebs, you have all the answers! both yes and no to every
possible question!)

one person was ticked off enough to return his laptop and buy a dell[3].
of course, this doesn't tell us how many people might be out there thinking
"finally, the computer isn't making up numbers!"

there seem to be plenty of papers on battery time estimation, but I couldn't
find any on the wisdom of showing or not showing such estimates.

so, we do know that there exist people who want a battery estimate, and
products available for windows to satisfy them. we don't know what the rest of
the HP users think of their lack of battery estimate.

just to confuse the issue more - how someone says they feel about something
might not even be right. you'd have to actually observe their behaviour as the
battery gets low if you want to know how they really react. :P maybe they
think they care but they don't act like it; maybe they think they don't care
but they get all stressed out.

also, now I want a plasmoid like this:

and if you're extra bored, there's an interesting paper on battery life
estimation:
