Summary
-------

Adds "Windows go below" panel visibility mode. Identical in all ways to the default mode except doesn't set a strut.

Example usage:
User wants to place an always visible 80% width panel at the top of the screen and wants maximized windows to go behind it. The user can still access the decoration buttons so why not?

Known problems:
KWin doesn't prevent the window decoration titlebar from going completely under the panel preventing the user from moving the window out again unless they know about alt+dragging.
