wheel events no longer passed to the wallpaper?

in the wheel event, containmentactions plugins get higher priority than the 
wallpaper. that's the opposite of mouse press/release events...
I'll switch it so the wallpaper gets top priority. 

unfortunately this will prevent users of your wallpaper from using the "scroll 
wheel on desktop switches virtual-desktop" feature. folderview's got the same 
problem - I think whatever widget it uses to display icons eats scroll events 
even when it doesn't need scrollbars.
