the performance profile affects the current performance of the CPU (i assume the 
bar is showing current clock rate of the CPU), but the exact CPU setting 
fluctuates while the profile may not.

for example, if you have a "save power when not in use" profile, the CPU will 
dynamically adjus clock frequency in response to usage. so the profile will be 
static, but the performance rate will go up and down in response to software 
demand.
