i don't know if this would make sense as a default, but it would certainly be 
a nice possibility to offer.

which means you have a few plasmoids that would need to be written, which 
you've listed

don't we already have this, it just need configuration to allow one to show all 
the buttons? 

or are you simply thinking of merging the top level tabs of kickoff into the 
bar? if so ... that would be very easy indeed by just making a new applet 
under workspace/plasma/applets/kickoff/ that shows a set of icons as the 
interface.

i'd like to see such an applet regardless; i'd also like to see runners 
avaialble in kickoff itself.

they should be already; at least they are shownfor their first paint. we could 
probably extend that to a second or two pretty easily if we wanted.
