Notify applet borders issue

ah.. well.. that's no good =)

note that when COMPOSITE is on, however, that it will appear to be in the 
right place ... 

but.. it has the wrong z ordering. it should not be above the dashboard!

(also, i wonder why the dashboard isn't going away when it pops up in that 
case ... hm hm hm ... maybe something going wrong in 
DashboardView::activeWindowChanged()? ah, no! it's not the active window, is 
it! hm.... interesting corner case ... )

in any case, the probable solution is to make it so that it does not show 
above any full screen windows.

this will also look silly when doing presentations, for instance, even if the 
notification is in the right place visually.
