ruler for panel resizing

had a quick look at it finally and i like what i see =) given that this isn't 
in the libs, it's a lot easier to get this in.

i'd call the svg something other than ruler.svg, however. perhaps 
containment-controls.svg?

let's get this into svn where people can start to pummle on it.
