I'm using SVN trunk (compiled the whole kde 2 hours ago). Try this from a default panel with default things in it) (all actions right clicking the panel and pressing add widgets):
remove application launcher
add application launcher.
see if it is at the right, and some things are over others.. if not, maybe I will need to create a new user to test with from the beginning
