Review Request: Add GUI to Add/Remove Panels

please don't flame me for asking, but... why not just bring panel containments 
back to the applet browser and make adding them from there work? I don't like 
how this is hardcoded to add the default "panel" panel. someday we're going 
to have other panels, right? :)
